According to a Health and Human Services memo, The Centers for Disease Control and Prevention won’t have the resources to “support the annual seasonal influenza program” or “outbreak detection” and won’t provide “technical assistance, analysis, and support to state and local partners for infectious disease surveillance.” The National Institutes of Health won’t be able to admit new research patients (unless the director deems admission “medically necessary”) and won’t take action on grant applications.

While the ship sinks, Congress will still get paid—as mentioned above. Although of course individual lawmakers could refuse to cash their checks in solidarity. Asked if he would forgo his salary, Senator Ted Cruz—the poster boy for of this particular debacle—said he had “no intention to do so.”"
